He previously served as a tenured professor at the University of Kentucky and the University of Houston, chief-of-party and visiting professor at the Federal University of Rio de Janeiro, chair of civil engineering at the University of Houston, dean of the Newark College of Engineering, professor at New Jersey Institute of Technology and dean of the College of Sciences and Technology at the University of Houston-Downtown.

He received both his Bachelor of Civil Engineering and his Master of Science in civil engineering from the Georgia Institute of Technology. He received his M.B.A. from the University of Houston and his Ph.D. from Cornell University.
